The "broken window hypothesis" is explained in the groundbreaking book "The Tipping Point," basically saying that humans take visual cues form their surroundings and make behavior choices based on these cues. For example, the chance that kids will write on the walls of a bathroom stall is greater if the bathroom is in disrepair or isn't kept clean. This hypothesis was tested in New York City in the late 1980s and the 1990s, when efforts to clean up the NYC subway system focused on petty crimes. Instead of continuing to ignore illegal actions that previously seemed to be too much trouble to enforce, transit authority officers began to take a "zero tolerance" stance on any crime - whether it was hopping over the fare turnstiles or spraying trains with graffiti. By the early 2000s, things were drastically different in the NYC subway system.
